It depends on the situation and is based on a case by case basis. If one spouse qualifies for the amount of the loan, then it is usually not necessary for the other spouse to be listed. However, if you need both incomes to qualify, then both spouses should be on it.

Your spouse’s credit score only matters if your spouse’s income is required for the loan. Otherwise, they do not need to be listed on the loan application.
